Mae consensws eang yng Nghymru (ac yn ehangach) ynghylch gwerth atal. Ond mae iechyd ein poblogaeth a’n hamgylchedd yn gwaethygu, ac ni fyddwn yn gallu ymdopi â’r galw am wasanaethau yn y dyfodol. Mae’r Swyddfa Ystadegau Gwladol yn amcangyfrif mai dim ond 5% o wariant y GIG yn y DU sy’n cael ei gyfeirio at atal, gyda’r rhan fwyaf o hyn yn ymwneud ag atal trydyddol, sy’n canolbwyntio ar reoli cyflyrau iechyd presennol yn hytrach na’u hatal rhag digwydd yn y lle cyntaf. Fodd bynnag, ychydig iawn neu ddim gwelededd sydd o hyn o fewn prosesau cyllidebu.

Er mwyn cefnogi’r broses o ail-gydbwyso cymorth a buddsoddiad rhwng gwasanaethau acíwt ac ataliol, argymhellodd ein swyddfa yn Adroddiad Cenedlaethau’r Dyfodol 2020, ymhlith pethau eraill, fod “Cyrff cyhoeddus yn defnyddio’r diffiniad o atal y cytunwyd arno rhwng Llywodraeth Cymru a’m swyddfa i fapio eu gwariant ataliol ac i fuddsoddi’n gynyddol ymhellach i fyny’r afon tuag at atal sylfaenol.”

Mewn ymateb i’r argymhelliad hwn, dywedodd cyrff cyhoeddus wrthym eu bod yn gefnogol iawn i fapio cyllidebau ataliol, ac mae llawer ohonynt am gael rhagor o wybodaeth a chymorth i wneud hynny.

Dros y flwyddyn a hanner ddiwethaf, mae tîm Cenedlaethau’r Dyfodol Cymru wedi gweithio gyda Sefydliad Zoe i ddatblygu’r Offeryn Mapio Cyllidebau Ataliol Cenedlaethau’r Dyfodol, a gafodd ei dreialu a’i fireinio mewn partneriaeth â Bwrdd Iechyd Prifysgol Hywel Dda a Chyngor Torfaen.

Gyda thri chorff cyhoeddus eisoes wedi cwblhau’r gwaith, wyth yn y broses o’i wneud ac 29 arall wedi ymrwymo i’w ddefnyddio, rydym yn lansio’r offeryn yn ffurfiol, ochr yn ochr â chanllawiau ar sut y gall unrhyw un ei ddefnyddio i fapio eu cyllidebau eu hunain, neu ofyn am gymorth gan ein swyddfa.

Ymunwch â ni i glywed mwy am yr offeryn yn y lansiad ar 22 Hydref.

Byddwn yn archwilio:

  • Sut y datblygwyd yr offeryn a beth sydd wedi’i gynnwys yn y pecyn cyhoeddi.
  • Sut mae gwahanol gyrff cyhoeddus wedi’i ddefnyddio hyd yma.
  • Sut y gallwch ddefnyddio’r offeryn.
  • Beth allai fod y camau nesaf ar ôl cwblhau’r gwaith mapio.
  • Cyfle i ofyn cwestiynau am yr offeryn ac yn uniongyrchol i’r sefydliadau sydd eisoes wedi’i ddefnyddio.

We would like to invite you to our webinar launch at 3:30 pm on Thursday, 22nd October where we will unveil the Future Generations Preventative Budget Mapping Tool.

Context:

 

There is a broad consensus in Wales (and beyond) on the value of prevention. But our population and environment are getting less and less healthy and we won’t be able to cope with future demand for services. The Office of National Statistics estimates that only 5% of UK NHS spending is directed towards prevention, most of which falls under tertiary prevention, focused on managing existing health conditions rather than stopping them from occurring. But there is little or no visibility on this in budget processes.

 

To support the rebalance between acute and preventative support and investment, our office recommended in the Future Generations Report 2020, among other things, that “Public bodies should use the agreed definition of prevention between Welsh Government and my office to map their preventative spend and invest progressively more upstream towards primary prevention.”

 

In a response to this recommendation, public bodies told us they are very supportive of doing preventative budget mapping, and many want more information and support to do it.

 

Over the last year and a half the Future Gens Cymru team worked with the Zoe Institute to develop the Future Generations Preventative Budget Mapping Tool, which was tested and refined working with Hywell Dda Local Health Board and Torfaen Council.

 

With 3 public bodies having already completed it, 8 in the process of doing it and another 21 committed to doing it, we are formally launching the tool, alongside guidance on how anyone can use it to map their own budgets, or ask our office for support. Please join us to hear more about the tool at the launch on 22nd October.

 

We will explore:

  • How the tool was developed and what is included in the publication package
  • How different public bodies have used it so far
  • How you can use the tool, and
  • What are the possible next steps once the mapping has been completed
  • You will be able to ask questions about the tool and directly to the organisations that have already used it
