S16 (Innovation and Transformation) Forum
Section 16 Forums in Wales are partnership networks established under the Social Services and Well-being (Wales) Act 2014. The Act requires local authorities, working with health boards and other partners, to promote social enterprises, co-operatives, user-led services, and third-sector organisations that provide care, support, and preventative services.
The forums bring together service providers, commissioners, voluntary organisations, health partners, and community representatives to develop a shared understanding of priorities and to exchange good practice. Their purpose is to support the growth of a strong social value sector that can contribute to the delivery of health and social care services across Wales.
An important principle of Section 16 is the involvement of citizens in the design and operation of services. Forums therefore support greater participation by service users, carers, and communities in shaping local care provision.
The Section 16 Forum in Cardiff has been operating since 2024 and meets on a quarterly basis, with all organisations that are involved in the delivery of adult social care invited to attend.
