Public Health Wales WHO CC
Public Health Wales WHO CC are delighted to share the launch of the decomposition analysis discussion paper titled ‘Influencing the Health Gap in Wales: Decomposition Analysis Discussion Paper’ as part of the Welsh Health Equity Status Report initiative (WHESRi). The paper provides a snapshot of health inequalities in the years leading up to the Coronavirus (COVID-19) pandemic, applying an innovative methodology, a ‘decomposition analysis’. It attempts to quantify the health gap in Wales, and to provide a better understanding of its main drivers across the five essential conditions (wider determinants) for healthy prosperous lives for all, using a novel WHO framework.
The decomposition analysis has generated insight into the drivers of health inequities, identifying those which contribute the most, namely ‘Social and Human Capital’ and ‘Income Security and Social Protection’; while ‘Health Services’ has accounted for the least. However, systematic differences are able to explain less than half (<50%) of the health gaps for the majority of the health outcomes, based on this statistical model. The paper, accompanied by an interactive dashboard, highlights the need for a basket of policy and investment decisions, prioritising the key drivers of health inequity, in consensus across sectors. Further exploration and engagement with experts, stakeholders, relevant groups and communities is essential to improve understanding of the health equity gap and its drivers.
IANPHI
The 2022 IANPHI Annual Meeting will be held on November 30-December 2, 2022 in Stockholm, Sweden, hosted by the Public Health Agency of Sweden. This year’s theme will be Pandemics, Conflicts, Climate Change: New Roles and Challenges for National Public Health Institutes.
In recent years, the world has faced crises affecting public health – directly or indirectly. The COVID-19 pandemic, conflicts, and climate crisis have had multiple consequences, including on national and global economies and on food security, with an effect on populations’ health and well-being, often exacerbating health inequalities.
IANPHI and its members have reviewed the impact of those crises and examined them through different lenses with initiatives such as the COVID-19 lessons learned exercise and report and the IANPHI Roadmap for Action on Health and Climate Change.
To address populations’ new health needs and support decision-making to protect and improve the health of the populations in the context of these crises, NPHIs have to go through a transformation.

European observatory on health systems and policies
The European Observatory on Health Systems and Policies published a special issue which compiles lessons learned from the COVID-19 response. An international group of experts and institutions compared the performance of 50 countries, mainly in the WHO European Region, and considered why some have managed the pandemic more successfully than others. The Special Issue stems from the work of the COVID-19 Health System Response Monitor (HSRM), a collaboration set up in March 2020 between the European Observatory on Health Systems and Policies, WHO/Europe and the European Commission.
