Taxation and borrowing powers for Wales
This Institute of Welsh Affairs conference engages with the Silk Commission’s recommendations on fiscal devolution to Wales, to be published in mid November. How far should the Welsh Government be allowed to go in taxing and borrowing? Will this mean an increase in accountability or an invitation to tax and spend? How strong are the arguments? Who and what have influenced the Commission? How could this benefit the Welsh economy? What are the challenges for the civil service? How might it change Welsh politics, and what are the implications for the United Kingdom? And what of the Barnett formula, and the case for another referendum?
