On 3 February 2015 the Minister for Public Services, Leighton Andrews AM, published a White Paper which set out the Welsh Government’s ambitious plans for the future of Local Government in Wales.

The White Paper contains Welsh Government’s proposals for local democracy, including the roles of elected members and senior officers, community governance and community councils, as well as scrutiny and audit.

The White Paper also looks to the third sector in a number of areas, including as a source of community activists who could contribute to local democracy, and as partners in community governance and supporting greater connections with communities.
