Population Needs Assessment focussing on people Learning Disabilities

We are inviting you and your networks to take part in engagement for the Learning Disabilities chapter of the Cardiff and Vale of Glamorgan Population Needs Assessment (PNA).

The PNA is a statutory assessment that helps partners understand current and future care and support needs, identify unmet need and inequalities, and inform service planning and commissioning across health, local authorities and the third sector.

As part of this work, we have launched a set of short surveys to gather views from different perspectives. These surveys sit alongside wider engagement activity and will help ensure lived experience, carer insight and professional knowledge all inform the Learning Disabilities chapter.

Surveys now open

We are asking for support to share and complete the following surveys:

  • People with learning disabilities – focusing on day-to-day life, wellbeing, support and future priorities
  • Carers and family members – focusing on caring roles, support needs, transitions and future concerns
  • Professionals and providers – focusing on unmet need, service pressures, gaps in provision and future challenges

Each survey takes around 10–15 minutes to complete and responses are anonymised.

How to take part

All surveys are hosted on our Engagement HQ platform via the Shine Together page:

Shine Together is the new Learning Disability Network for Cardiff and Vale, and it is currently in development. The network is for people with learning disabilities, their families, carers, and professionals.

The team will be running workshops soon to help shape and grow the network. Please join the network to stay updated and get involved.

Please choose the survey that best reflects your role or experience. We would also be grateful if you could share the relevant survey with people you support, colleagues, and partner organisations, including people with lived experience and unpaid carers.

Accessibility

The survey for people with learning disabilities has been co produced with people with lived experience of LD and is designed to be clear and accessible and can be completed independently or with support. Feedback from lived experience will be used to refine and adapt materials, including Easy Read versions where needed.

What happens next

Findings from this engagement will be:

  • Used to inform the Learning Disabilities chapter of the Population Needs Assessment
  • Published in summary form on Engagement HQ
  • Used to help shape future priorities and planning across the partnership

Please note that surveys close on 23rd March 2026.
