What really happens when someone is referred to Prevent?
Cardiff Council would like to invite you to a workshop on the Prevent programme and the local authority’s work as part of the Government’s CONTEST counter-terrorism strategy. This will be held between 5 p.m. and 8 p.m. on Tuesday 3rd March at Butetown Hub, Bute St, Cardiff, CF10 5HW.
Through our existing work, we have identified that many communities are unaware of what exactly the Prevent programme is, how someone at risk of radicalisation is referred to Channel, and what the process involves. In the interest of transparency, openness our community-led model, we would like to ensure that everyone in Cardiff has confidence in the local authority’s ability to deliver Prevent work in the interests of our communities.
We are keen to work with all partners to dispel some of the widespread myths about what happens when an individual is referred to Channel, to facilitate honest and frank conversations with community groups and to increase confidence amongst the community in engaging with Channel and other safeguarding processes.
The workshop will be based around a simulated multi agency Channel Panel exercise – as trusted partners and community representatives, you will be asked to adopt the role of Channel Panel members, and provided with a real-life case study of a young person at risk of radicalisation. You will then be guided to make an assessment of risk based on the Vulnerability Assessment Matrix– which is the same process that is undertaken in a live situation. You will then be asked to rate the risk and to work through the exact process that is undertaken regularly by Local Authority Channel panels across the UK.
We hope that this workshop will provide participants with a better understanding of Prevent, Channel and the processes involved. You will have the opportunity to ask any questions you may have and have a frank and honest discussion about Prevent work in Cardiff.

Trwy ein gwaith presennol, rydym wedi nodi fod llawer o gymunedau yn anymwybodol o’r hyn yn union yw’r rhaglen Prevent, sut gaiff rhywun sydd mewn peryg o gael ei radicaleiddio ei atgyfeirio i’r Sianel, a beth mae’r broses yn ei olygu. Yn enw tryloywder a bod yn agored o ran ein model a gaiff ei arwain gan y gymuned, carem sicrhau fod gan bawb yng Nghaerdydd hyder yn yr awdurdod lleol i gyflawni gwaith Prevent er budd ein cymunedau.
Rydym yn awyddus i weithio gyda’r holl bartneriaid i chwalu rhai o’r mythau cyffredin ynghylch yr hyn sy’n digwydd pan gaiff unigolyn ei gyfeirio at Channel, a chynnal sgyrsiau gonest ac agored gyda grwpiau cymunedol a gwella hyder ymhlith y gymuned o ran ymgysylltu â Channel a phrosesau diogelu eraill.
Bydd y gweithdy yn seiliedig ar ymarfer aml-asiantaeth panel Channel ffug – fel partneriaid cymeradwy a chynrychiolwyr cymunedol, gofynnir i chi chwarae rôl aelodau Panel Channel, a chael astudiaeth achos bywyd go iawn o berson ifanc sydd mewn perygl o gael ei radicaleiddio. Yna fe’ch arweinir i wneud asesiad o’r risg yn seiliedig ar y Matrics Asesu Bregusrwydd – sef yr un broses a gyflawnir mewn sefyllfa fyw. Yna gofynnir i chi fesur y risg a gweithio trwy’r union broses a gyflawnir yn rheolaidd gan Baneli Channel Awdurdodau Lleol ledled y DG.
Rydym yn gobeithio y bydd y gweithdy hwn yn rhoi gwell dealltwriaeth i gyfranogwyr o Prevent, o Channel a’r prosesau sydd ynghlwm. Cewch gyfle i holi unrhyw gwestiynau sydd gennych a chael sgwrs onest a di-flewyn-ar-dafod am waith Prevent yng Nghaerdydd.
