Too many people are in insecure jobs; young people are set to be poorer than their parents; the nations and regions of the UK are diverging further. \nThe IPPR Commission on Economic Justice was established in 2016 in the wake of the vote to leave the EU to examine the challenges facing the UK economy and to make recommendations for reform. Its final report Prosperity and Justice: A Plan for the New Economy\, published in September 2018\, made the case for a radical overhaul of our economy. \nIPPR is now delighted to invite people to take part in an interactive event dedicated to exploring paths to economic justice in Wales. Mark Drakeford AM\, First Minister of Wales\, will be joined by community leaders\, business and trade union representatives to respond to your ideas about fairness and prosperity in the nation’s economy. \nThis event is open to all and will take place on Thursday 18th July\, 5.30-8:00pm at The Temple of Peace\, King Edward VII Ave\, Cardiff CF10 3AP. The event will open with refreshments at 17:30\, with speeches beginning at 18:00. It will then finish with further refreshments between 19:30-20:00. It comes as the recent workforce report from the Royal College of Radiologists highlights the falling numbers of clinical oncologists\, with Wales being especially adversely affected. \nIT\, patient data and wider infrastructure needs \nThey will look at improving IT services and the interfaces between primary and secondary care – looking at digitisation of patient data\, seeking to ensure effective collaboration and a seamless system for patients – as well as the broader infrastructure needed to meet the waiting times goal. \nPublic health and awareness \nFurther sessions focus on early diagnosis\, prevention and public health policy including options for achieving a better understanding of health-seeking behaviours – as well as for improving self-reporting of symptoms and reaching out to forgotten and hidden groups with appropriate targeting of awareness strategies. \nThe agenda also considers the role of longer term health strategies\, especially around obesity\, exercise and smoking\, to create a culture change that will reduce incidents of cancer. \nThe agenda in summary \n\nLessons learnt from the Cancer Delivery Plan and where to go next;\nEnsuring cancer policy is aligned with the most up to date research;\nNext steps for the Cancer Delivery Plan – improving treatments\, meeting needs and looking forward to 2020;\nThe role of prevention and early diagnosis in reducing cancer deaths;\nDesigning and delivering cancer pathways – co-production and the role of research; and\nDelivering the Single Suspected Cancer Pathway – providing the resources and leadership to meet the new waiting times.\n\nThe agenda has been structured following consultation with key stakeholders. DESCRIPTION:What proposals should be made in the next UK White Paper on social security (welfare benefits)?\nWorkshop: Friday 12 July 2019 1pm-4pm\nVenue: University of Cardiff\nOrganisers: Michael Orton (University of Warwick) and Kate Summers (London School of Economics)\nBackground\nThe social security/welfare benefits system is failing\, with foodbanks and homelessness just two of the most visible signs of this. \nBut there is little agreement\, even within civil society\, on ways forward. \nThe workshop\nThis workshop is one of more than a dozen being held in different parts of the UK to stimulate thinking about the future of social security/welfare benefits\, and provide the opportunity for discussion and collaboration among attendees. \nIn particular\, the workshop will input to a project called the Commission on Social Security (welfare benefits)\, led by Experts by Experience which has issued a Call for Solutions. \nThe Commission is highly innovative in that all the Commissioners are people with experience of claiming benefits. The Commission’s aim is to produce a White Paper style document setting out a better system and building consensus. The Call for Solutions includes questions such as the following. \n\nWhat steps can be taken to make Universal Credit better or if you think it should be scrapped\, what would replace it?\nHow can people who are sick or disabled be better supported and how should the system work out who should get sickness or disability benefits?\nShould there be a minimum income level below which no one can fall and if so\, how could this be done?\nHow should benefit rates be worked out and how much should each benefit be? \n\nWorkshop participants will also be welcome to identify solutions on the whole range of issues relevant to social security/welfare benefits. For example\, sanctions\, Child Benefit\, Local Welfare Assistance Schemes\, National Insurance contributory benefits\, support for housing costs and council tax\, individual/household assessments and payments\, how increased spending on benefits can be financed\, the balance between means-testing or being contributions-based and reflecting people’s particular needs or being universal? etc. \nWorkshop format\nThe workshop will have a participatory format including small group work and consensus building activities. \nIt will be structured around the Call for Solutions being made by the Commission on Social Security led by Experts by Experience but will also identify other possible activity. \nWho should attend? \nAnyone interested in a better social security/welfare benefits system! It would be particularly useful for those who work in: \n• Academia and Research  \n• Accommodation and Housing  \n• Early Years \n• Education \n• Environmental Services  \n• Equalities  \n• Fire\, Police and Justice Services \n• Government: local\, regional and national \n• Planning  \n• Public Health \n• Social Services \n• Transport \n• Voluntary and Third Sector organisations \nWhy should you attend this training? \nIt will assist you to: \n• Ensure effective engagement with the Gypsy\, Roma\, Traveller communities in your particular area \n• Be understanding and informed in your interactions with people from the Gypsy\, Roma\, Traveller communities \n• Be better able to assess the needs that address the Gypsy\, Roma\, Traveller communities in Wales \nAims \nTo increase awareness about the cultural diversity in the UK\, to address issues and the needs of Gypsy\, Roma\, Travellers in the UK\, to inspire and improve the services and provision delivered to GRT communities\, and to generate trust and understanding between GRT communities and local authority service providers. \nLearning Objectives \n• To achieve a broader and more comprehensive understanding of the complex needs of Romani and Traveller communities\, from a local and international perspective; \n• To develop a level of knowledge that will enhance and inform staff and officers’ work\, related to health\, education\, housing and accommodation\, training\, justice and law enforcement; \n• To introduce knowledge regarding the differences between Romani and Traveller communities and their cultures\, languages and origins\, insofar as is useful to participants in the training\, with the aim of inspiring best practice and improving service delivery across all sectors; \n• To introduce to participants\, examples of community members who are role models and who can challenge the prevailing stereotypes of Romani and Travellers\, or the negative images of ‘Gypsies’\, present in media and popular press; \nOutcomes \nBy the end the session participants will have: \n• Increased their knowledge of the culture\, traditions and history of the Gypsy\, Roma and Traveller communities (this includes a timeline of key historical events and legislation);  \n• Developed an understanding of diversity within the Romani and Traveller communities (that is\, who are Gypsies\, Roma and Travellers?); \n• Increased their awareness regarding the prejudice and discrimination faced by Romani and Traveller communities in Wales\, the UK and more widely across the Europe; \n• Identified obstacles to access and attitudinal issues\, or barriers in services such as housing\, accommodation\, education\, health\, employment\, safeguarding and other public services\, that inhibit the delivery of quality provision to GRT communities; \n• Improved participants’ understandings of how to engage effectively with the Romani and Traveller communities\, particularly over issues of exclusion and marginalisation\, and what they can do to address these and ensure inclusion in the delivery of services; \n• Developed an Action Plan that will put their learning into practice\, in the workplace; \n• Established a baseline of knowledge and support that can be accessed to assist officers in carrying out their statutory duties. \nGeneral Information \nThe Romani Cultural Arts Company is the leading Romani and Traveller community-based organisation in Wales\, using the arts and culture as a vehicle for advocacy\, education and empowerment\, amongst the Gypsy\, Roma and Traveller (GRT) communities and the wider society in Wales. RCAC also supports individuals to become “Community Champions”\, as actors and agents of change in their own communities\, making a difference for themselves and the wider society. RCAC is managed by a Board (voluntary management committee) made up of representatives from the GRT communities\, meaning that community members have a role as decision-makers and are part of the process of shaping the advocacy and rights agenda that RCAC promotes. \nThe Company believes it is essential that the GRT communities be at the forefront of social progress and positive developments in social inclusion\, in the struggle or the recognition of GRT rights and promoting inter-cultural understanding. Within Wales and increasingly across the UK\, our advice and expertise is sought by local governments\, policy-makers\, decision-takers and local or national institutions. It is exciting to be able to link up so many different communities to celebrate tolerance and diversity.” \nDr Adrian Marsh\, “Gypsy\, Roma\, Traveller History Month is the opportunity to acknowledge the extraordinary genius of the Romani and Traveller communities in all their rich diversity and their contribution to Welsh and more broadly\, British society\, in the face of almost overwhelming prejudice and intolerance. The Romani language has influenced popular English\, with words such as “dad”\, “pal”\, “kushti” and others that even appear in Shakespeare’s ‘As You Like It’ (dukka me\, or ‘I fortell’); Romani culture has brought the fairy-tale from its Indian origins to Britain\, herbal lore and medicines\, puppets\, plays and mummery; all these owe their origins or were profoundly influenced by Romani culture from the east. Metal-working and complex smithying were trades that were carried by Travellers and Romani communities through the British Isles\, along with horses and trading in dogs\, birds and rabbits. Fortune-telling and entertainment of all kinds were widely considered to be the prerogative of Romani people from the mediaeval period to the early twentieth century\, especially in rural Britain. Much of what is considered English\, Scottish or Welsh ‘folk’ music and dance owes its existence to Romani traditions and Irish ‘traditional’ music is almost entirely based in the heritage of the Travelling people.
