DESCRIPTION:This Institute of Welsh Affairs conference engages with the Silk Commission’s recommendations on fiscal devolution to Wales\, to be published in mid November. How far should the Welsh Government be allowed to go in taxing and borrowing? Will this mean an increase in accountability or an invitation to tax and spend? How strong are the arguments?
