Ailadrodd helynt mis Mawrth diwethaf yn fwyfwy tebygol
 

Effaith bosib Brexit heb gytundeb a’r paratoadau presennol at y canlyniad hwnnw yw canolbwynt trafodaethau ar hyn o bryd.

Fis Mawrth diwethaf, aeth ASau i eithafion i ddod o hyd i ffyrdd o osgoi Brexit heb gytundeb ac, yn frawychus, fe allem yn fuan weld sefyllfa debyg iawn unwaith eto gan nad oes gan Senedd San Steffan lawer o ddiwrnodau eistedd ar ôl rhwng nawr a’r diwrnod ymadael.

Mae Senedd San Steffan ar doriad rhwng 25 Gorffennaf a 3 Medi ac yn fuan wedyn mae tymor cynadleddau’r pleidiau.

I ychwanegu rhagor o ansicrwydd, mae’r posibilrwydd o bleidlais o ddiffyg hyder a fydd yn arwain at etholiad cyffredinol yn edrych yn debygol.

O ran amseru, mae’n debyg y byddai angen dadlau’r cynnig o ddiffyg hyder ar 3 Medi 2019, y diwrnod y mae’r Senedd yn dychwelyd, ar yr hwyraf, i gael amser i gynnal etholiad cyffredinol cyn 31 Hydref.
 

We are fast approaching a potential repeat of last March

The focus of discussions is currently on the potential impact of a no-deal Brexit and the state of preparations for this outcome.

Last March, MP’s went to extreme lengths to find ways to avoid a no-deal Brexit, and alarmingly, with few parliamentary sitting days left between now and exit day, we could soon see a similar situation again.

Parliament is in recess from 25 July to 3 September and this will be followed soon thereafter by party conference season.

Adding more uncertainty to the pot, the prospect of a vote of no confidence leading to a general election is looking likely.

In terms of timing, it looks like the motion of no confidence would need to be debated on 3 September 2019, the day Parliament returns, at the latest, to fit in a general election before 31 October.

Ydyn ni’n barod?

Yn ôl y Charity Finance Group, mae llawer o elusennau wedi bod yn brin o gapasiti i baratoi at Brexit.

Mae Karen Wheeler, a ymddiswyddodd yn ddiweddar o reoli cynlluniau ffiniau Llywodraeth y Deyrnas Unedig ar ôl Brexit, yn egluro na ddylai pobl, o weld bod Llywodraeth y DU yn teimlo ei bod wedi gwneud popeth y gall ei wneud ar gyfer Brexit heb gytundeb, gymryd yn ganiataol y bydd popeth yn iawn.

Sut all y trydydd sector baratoi?

Efallai na fydd hyn yn golygu llawer i rai, ond gall fod yn arwyddocaol i eraill.
Ceir isod rai penawdau i’ch rhoi ar ben ffordd. Cofiwch ystyried pethau yn y tymor byr, y tymor canol a’r hirdymor ac ystyried yr effaith arnoch chi yn ogystal â’ch buddiolwyr ehangach:

  1. Effaith ar ddinasyddion yr UE, a chefnogaeth iddyn nhw, ymysg eu gweithlu a’u buddiolwyr.
  2. Effaith economaidd ar gyllid ac ariannu: Y Gronfa Ffyniant Gyffredin (er efallai na fydd y manylion ar gael tan y flwyddyn nesaf), os ydych yn dibynnu ar incwm o fuddsoddiadau siaradwch â’ch rheolwr cronfeydd.
  3. Goblygiadau colli rhyddid i symud.
  4. Effaith ar hawliau a pholisi perthnasol i’w maes gan fod Brexit yn torri ar draws y rhan fwyaf o feysydd.
  5. Galw am asesiad o’r effaith ar eu sector.
  6. Goblygiadau diogelu data.
  7. Effaith ar y berthynas a phartneriaethau â mudiadau a rhwydweithiau’r UE.

Fe gyhoeddon ni ganllaw Paratoi at Brexit (CymraegSaesneg) ym mis Mawrth ac rydym wedi helpu i sicrhau rhai gwelliannau i’r sector ar wefan Llywodraeth y DU lle gallwch nawr ddynodi’ch bod yn fudiad trydydd sector i gael eich cyfeirio at wybodaeth berthnasol.

Are we ready?
 

According to the Charity Finance Group, many charities have not had the capacity to prepare for Brexit.
Karen Wheeler, who recently stepped down from being in charge of UK Government’s Brexit border plans, explains that people shouldn’t assume that just because the UK Government feels it has done all it can for a no-deal Brexit, this doesn’t mean everything will be fine. How can the third sector prepare?

  1. Impact on and support for EU citizens amongst their workforce and beneficiaries.
  2. Economic impact on finances and funding: Shared Prosperity Fund (though details may not emerge until next year), if you rely on investment income speak to your fund manager.
  3. Implications of the loss of free movement.
  4. Impact on rights and policy relevant to their field as Brexit intersects with most areas.
  5. Calling for an impact assessment on their sector.
  6. Data protection implications
  7. Impact on relationships and partnerships with EU organisations and networks.

We published a Getting Brexit Ready guide (EnglishWelsh) back in March and have helped secure some improvements for the sector to UK Government’s website where you can now identify yourself as a third sector organisation to be pointed towards relevant information.
